Procurement is an independent function in the design process. In Government circles it comprises a well established set of practices designed to meet the conceptualisation, initiation, design, development, test, contracting, production and deployment of any goods or service. Although 'Green Procurement' aspires to include environmental matters, the decision- making framework is traditional and therefore not holistic.
Any organisation or individual, when considering a purchase or a construction project are involved with 'procurement', an understanding of which can contribute to the mitigation of the issues in the above quotation. Awareness in this area could enable ecological design being added to the procurement agenda at an early stage when strategic decisions are being made and budgets are being considered, set and sometimes finalised.
