The Lead Tenancy scheme is designed to bring into housing use vacant privately-owned properties. The private owner must be prepared to grant a long lease of the properties concerned to a Registered Social Landlord (RSL).
The RSL will then be responsible for allocating tenancies and for management and maintenance of the properties.

While some empty properties can be let immediately others may need major refurbishment to make them habitable and the RSL can potentially attract grant to complete this work. However where refurbishment is required only properties which have been empty for at least six months can be considered.
