2014 Communities is a micro grants programme which aims to support and stimulate grass roots involvement in sport and physical activity by building a legacy of well-being before and beyond the Commonwealth Games.

Action Learning Network Challenge Fund
Objectives of the fund are:

SH are seeking to maintain an environment that promotes cost-effective learning opportunities through the communication of ideas, networking and engagement.
Funding Levels:
The Challenge Fund is a twice-yearly bidding round for small grants to support or sponsor events, best practice sharing, research, or other Learning Network related activities. With an annual budget of up to £100,000, the Challenge Fund will allow morestakeholders to become directly involved in supporting the learning networks than has happened to date.
We do not envisage bids will be for more than £5,000 (although we do not intend to set amaximum), indeed we would encourage organisations to bid for smaller amounts in order that we can maximise the budget and thusreceive more materials for sharing to a wider audience. Jointsubmissions will also be welcomed.

Air Quality Grants
The primary aim of the scheme is to provide an additional tool for authorities to improve air quality as part of their statutory local air quality management responsibilities.

Grants will be offered at a rate of 30% (or 70% for local authorities that operate a Low Emission Zone).

Assisted Connections
This initiative has the support of Ofgem and is designed to assist customers in existing housing who live in areas that are considered to be among the most deprived in the country.

For those within mains gas areas we expect the majority of connections to be free of charge. In other cases qualifying connections may also be free or at least significantly reduced when customers submit our special “Assisted Connections Voucher” along with a connection request.

Flagship Scheme

Capacity Building Grants
The Foundation distributes its funds to registered charities in Scotland which are focused on improving the quality of life for people in Scotland who are disadvantaged or at risk of becoming disadvantaged.
Funding Levels:
Registered charities with an annual income of less than £500,000 can apply to us for funding through this programme; awards ranging from £1,125 to £6,000.
Examples of Henry Duncan Awards:
193 charities received Henry Duncan Awards totalling just over £1m. Of these: 131 awards totalling just under £750,000 were to help pay for salaries of people working in the charities.
55 awards totalling almost £240,000 were to pay for charities running costs. This includes things like rent or costs for hiring rooms, and gas and electricity bills.
7 charities received a total of just over £27,000 for capital funding. This money has helped buy computers, chairs and a specially adapted vehicle that can be driven by wheelchair users, paid for the installation of an access ramp and helped upgrade a building so it can be used by adults with learning disabilities.

Carbon Emission Reduction Target (CERT)
The Carbon Emissions Reduction Target is about reducing carbon dioxide emissions, one of the main causes of climate change.
Funding Levels:
It is estimated that CERT would stimulate approximately £3.2 billion of investment by energy suppliers in carbon reduction measures. 40% of this will need to be invested in the priority groups which includes those on low income and the elderly (over 70). Within this 15% of the target is to be achieved within a super priority group of those perceived to be most vulnerable.
The amount of funding available is dependent on the supplier and therefore it is advisable to contact several suppliers in order to attain the best deal.
CERT is funded by energy suppliers through customers’ bills.

Carbon Saving Communities Obligation
The Carbon Saving Obligation, will provide additional support for homes that do not meet the 'Golden Rule' and therefore cannot fully fund energy efficiency improvements through Green Deal finance alone.
Funding Levels:
The Carbon Savings Community Obligation (CSCo) is expected to deliver measures equivalent to expenditure of £190m per year through to March 2015. The areas of low income that will be eligible for ECO support have been selected using the Indices of Multiple Deprivation (IMD) in England, Scotland and Wales. In England, Scotland and Wales the lowest 15% of areas ranked in the IMD will qualify for inclusion within the CSCo element of ECO. To ensure that rural areas are able to benefit from the CSCo element of the ECO, we will require energy suppliers to deliver a minimum of 15% of their CSCo obligation to low-income households living in rural areas.

Carbon Trust Research Programme
For projects which develop new low carbon technologies that will benefit the UK.

Carbon Trust has catalyzed more than £123million of private-sector co-investment into pre-commercial technologies through focused programmes that de-risk their commercialization. Examples of CRs impact include:
Deployment of a novel foundation in consortium with eight UK Offshore Wind developers to deliver a 10% reduction in the cost of delivered energy for offshore wind
Securing a $5million partnership with General Electric to identify, assess and nurture start-up businesses across Europe
Identifying opportunities for up to 29% reduction in energy bills through process innovation across a range of sectors, from dairy to metal-forming

Central Energy Efficiency Fund
The Scottish Government's Central Energy Efficiency Fund (CEEF) is a key vehicle for delivering energy efficiency and small-scale renewable energy measures across the public sector in Scotland.
Funding Levels:
The Central Energy Efficiency Fund (CEEF) is a revolving loan fund under which £20 million was provided over two years to implement energy efficiency measures, which will reduce carbon emissions across the public sector in Scotland.
Within CEEF, £15 million is allocated to the 32 local authorities in Scotland, £4 million to the NHS trusts and £1 million to Scottish Water. The scheme has since been extended to provide £4 million to Higher Education.
Each local authority has been allocated a proportion of this £15 million based upon a combination of the population in their city/region and their geographical area.

Change Fund
The Scottish Government established the Change Fund for older people’s services to enable health, social care, housing, Independent and Third sector Partners to implement local plans for making better use of their combined resources to improve outcomes for older people.
Funding Levels:
£80m Health and Social Care Change Fund will be available for Partnerships in 2012/13, with £80m committed for 2013/14 and £70m for 2014/15.
Partners should use this Fund to change the way the total resource - approximately £4.5 billion per year (figures from 2008-09) - is spent on health and social care provision for people aged over 65 years.

Cities Action for Sustainable Housing (CASH)

Funding Levels:
URBACT projects have two phases and a total budget between €150,000 and €710,000 covering both phases (see below). This budget finances its activities: meetings, conferences, publications, communication, etc.
An additional amount is available to each project to cover the costs of thematic and methodological support provided by experts approved by the programme. This amount is:

€125,000 for a thematic network

Climate Justice Fund
The fund is designed to help people living in some of the world's poorest countries affected by the changing climate, such as more frequent and severe droughts and floods, will be a good example to bring to the Rio+20 summit in June of how the rich world can face up to its historic responsibility for climate change and its substantial negative impact on many of the world’s poorest people.

CARES is all about helping local ownership of additional renewable energy projects.

Community Renewable Energy Support Programme (CRESP)
CRESP support and grant is delivered by Community Energy Scotland and can provide up to £40k or pre-development technical assistant grant to projects larger than 1MW.
Funding Levels:
Over recent years HIE has provided significant funding to communities developing wind and hydro projects and this support has enabled more than 18 communities to secure planning consent for over 33 MW of generation. This programme builds on this success, focusing on projects over 1MW.

Community Service Volunteers Action Earth Grant
Environmental activity using volunteers aimed at improving local nature areas.
Funding Levels:
The 2012 campaign offers grants up to £500 to cover plants, materials, tools and expenses.
1. CSV Action Earth Awards are grants of £250 for projects who are providing or improving habitats for wildlife, enhancing local nature spots and getting communities volunteering together.
2. CSV Local Nature Reserve Awards of up to £500 are available exclusively for projects taking place on Local Nature Reserves (LNR).

Competitiveness and Innovation Framework Programme (CIP)
With small and medium-sized enterprises (SMEs) as its main target, the Competitiveness and Innovation Framework Programme (CIP) supports innovation activities (including eco-innovation), provides better access to finance and delivers business support services in the regions.

FP7 allocates EUR 32 413 million to the Cooperation programme. The budget will be devoted to supporting cooperation between universities, industry, research centres and public authorities throughout the EU and beyond.

Council House Building
The aim of the fund is to incentivise local authorities to begin building new homes and is the first such central government support to councils in a generation.
Funding Levels:
Almost £50 million has already been allocated to 22 councils to build 2,297 houses across Scotland. The results of the assessment process were announced in two rounds, in April/June 2009 and December 2009.
A further £30 million was allocated to 22 councils to 'kick-start' the development of over 1,001 homes in the third round on 1 July 2010. The funding for the extra 1,000 council houses will support around 1,200 jobs in the construction industry and 700 more in related trades.

This fund offers co-financing of projects under three headings:

Eaga Charitable Trust provides financial support for work that contributes to combating fuel poverty and ensuring energy services are fair and accessible for all groups in society.
Funding Levels:
There is no minimum or maximum grant and each application is judged on its merits. However, eaga-CT wishes to fund larger projects where possible and encourages the co-funding of projects where appropriate. Energy Company Obligation
The Energy Company Obligation (ECO) will replace the existing Carbon Emissions Reduction Target (CERT) and Community Energy Saving Programme (CESP), which will both expire in 2012.

Feed in Tariffs (FITs)
The introduction of Feed in Tariffs aims to incentivise the installation of small scale, low carbon electricity generating technologies.
Funding Levels:
Generation tariff - your energy supplier will pay you a set rate for each unit (or kWh) of electricity you generate. Once your system has been registered, the tariff levels are guaranteed for the period of the tariff (up to 20 years) and are index-linked. For a full list of generation tariffs, see the Feed in Tariffs on the Ofgem website.
Export tariff - you will get a further 5p/kWh (non-solar PV as of 1 December 2012) from your energy supplier for each unit you export back to the electricity grid, so you can sell any electricity you generate but don't use yourself. This rate is the same for all technologies. At some stage smart meters will be installed to measure what you export, but until then it is estimated as being 50% of the electricity you generate (so that if your solar PV system is less than 30kWp you do not need to have an export meter fitted).

Low Carbon Networks Fund
Ofgem’s Low Carbon Networks (LCN) fund allows up to £500m support to projects sponsored by the distribution network operators (DNOs) to try out new technology, operating and commercial arrangements.
Funding Levels:
There are two tiers of funding which are available under the LCN Fund.
The First Tier is designed to enable DNOs to recover a proportion of expenditure incurred on small scale projects.
Under the Second Tier of the LCN Fund, Ofgem facilitates an annual competition for an allocation of up to £64 million to help fund a small number of flagship projects.
In the first year, 4 projects were awarded Second Tier funding totalling £63.6million through the annual competition and 11 projects were registered under the First Tier.
These projects involve the DNOs partnering with suppliers, generators, technology providers and other parties to explore how networks can facilitate the take up of low carbon and energy saving initiatives such as electric vehicles, heat pumps, micro and local generation and demand side management, as well as investigating the opportunities that smart meter roll out provide to network companies. As such the Fund should also provide valuable learning for the wider energy industry and other parties.

Low Carbon Skills Fund
The aim of the Low Carbon Skills Fund is to enable employers to access sector specific training to help the adoption of processes around carbon reduction and energy efficiency.
Funding Levels:
The Scottish Government, with the support of European Social Fund money, has invested £585,000 to enable employers to upskill and reskill employees in low carbon technologies as part of the Scottish Government's drive to maximise the economic benefits of greener business.
Upon receipt of the necessary evidence and compliance with the rules of the programme, we will retrospectively fund 50% of the total cost of the training that you apply for.
Up to 25 employees from your business can undertake one episode of training each. For example, if the training costs £2500, we will refund £1250. If it costs £500, we will refund £250.There is no upper funding limit.

National Housing Trust Initiative
The Scottish Futures Trust (SFT) are working closely with a number of local authorities to deliver the National Housing Trust initiative (NHT).
Funding Levels:
NHT is designed to increase the supply of affordable homes in areas where they are most needed. Under NHT, developers are appointed to build a specified number of affordable homes on land they already own. Once complete, a local partnership company comprising the developer, the participating local authority and SFT buys the homes and lets them to tenants at affordable, mid-market rent for a period of between 5 and 10 years, after which units are sold.
SFT does not itself have capital or revenue funding to support infrastructure investment, and will work with budget holders to identify affordable solutions using public and private finance as appropriate. SFT will both advise on funding and financing approaches that public bodies have developed or have had brought to them, and will act to internally develop and promote approaches where it is believed that the initiative can improve value for money.

National Retrofit Programme
The National Retrofit Programme is designed to reduce emissions and energy use in Scotland.
Funding Levels:
Social landlords have the opportunity to access European Funds to support work on energy efficiency including the currently available £15 million SPRUCE fund for energy efficiency which is available in 13 local council areas. Restructuring of European funds in 2014 could provide further opportunities for landlords to improve the energy efficiency of properties using specific grant or loan funds.

New Supply Shared Equity (NSSE)
Delivered by Registered Social Landlords through Housing Association Grant, properties built for New Supply Shared Equity (NSSE) aims to help people on low to moderate incomes who want to own their own homes, where this is sustainable for them, but can't afford to pay the full price for a house.
Funding Levels:
Shared equity generally allows a buyer to pay between 60 to 80 per cent of the price of a home, with the remainder paid for by the Scottish Government. The buyer owns the whole of the property, but the Scottish Government holds a security over the proportion of equity stake it has funded, the value of which will go up or down with the value of the house.

Renewable Heat Communities Scheme
The Renewable Heat Premium Payment (RHPP) Community Scheme will support communities to deliver clusters of domestic renewable heating systems.
Funding Levels:
The Scheme will support installation of renewable heating systems in homes by providing vouchers to householders. It is targeted at making renewable heating affordable for middle to low income households and aims to maximise carbon reduction by reaching homes with high carbon heating systems that are expensive to run (especially those off the gas network) and ensuring that heating systems are installed after or alongside energy efficiency measures.

Renewables Obligation Certificates (ROCs)
People and organisations that generate their own electricity may be able to sell this electricity directly to electricity suppliers and also Renewables Obligation Certificates by the same process.
Funding Levels:
Since the introduction of the Feed in Tariffs in 2010 you can also claim the export tariff for any additional electricity you export. This is set at a fixed price of 3 pence per unit. If you are exporting a large amount of electricity then it could still be worth negotiating with an energy supplier for a better price. The price paid per unit of electricity will depend on the supplier you negotiate a deal with and the amount of electricity you generate.
As a producer of renewable electricity you may also be eligible to claim for support under the Renewables Obligation, which will come in the form of Renewables Obligation Certificates or ROCs. Electricity suppliers may be willing to purchase these ROCs from you in addition to payment for the electricity you supply.

Winter Fuel Payments
A Winter Fuel Payment is a tax-free payment for older people.
Funding Levels:
The rate of the Winter Fuel Payment is usually announced in the summer before the qualifying week in September.
For the winter of 2010/11 the Winter Fuel Payment is £250 per household (£400 where you or your partner are aged 80 or over).
If you live in a care home, you get a reduced rate of Winter Fuel Payment. In 2010/11, this is £125 or £200 if you are 80 or over. However, if you live in a care home and get Pension Credit, income-based Jobseeker’s Allowance or income-related Employment and Support Allowance (ESA), you will not get a Winter Fuel Payment at all.
